This is the conclusion reached by UN experts.
According to the UN sanctions monitors, fragments of the North Korean ballistic missile “Hwasong-11” were found in Kharkiv after the attack of the Russian military on January 2, 2024.
The attack left at least three people dead and 62 injured. The use of North Korean missiles in Ukraine violates a UN arms embargo on that East Asian country imposed in 2006, the report said.
“Trajectory information provided by the Ukrainian authorities indicates that it was launched on Russian Federation territory”, the observers told the UN Security Council’s North Korea sanctions committee.
The sanctions monitors visited Ukraine in early April to inspect the debris and found no evidence that the missile was made by Russia. They “were unable to independently determine where the missile was launched from and by whom,” the report said.
