Some evacuated residents report repeated looting of their homes and apartments. However, they are unable to return and protect their property due to limited access to the areas most exposed to shelling. 

Gennady Bondarev, head of the Graivoron city district administration, confirmed the numerous complaints from evacuated residents and called looting “a very acute issue.” He noted that cases of looting have been recorded in at least 12 settlements.  

Residents accuse Russian army servicemen deployed in the region, as well as unknown persons, of looting. Bondarev emphasized the need to strengthen control through additional checkpoints.  

Context: Belgorod and its surroundings are regularly subjected to shelling and drone attacks. Russian authorities blame the AFU for these attacks, while the Ukrainian command refuses to comment on the attacks. Since the beginning of March, shelling has become a daily occurrence, forcing some residents of the most dangerous areas to evacuate to safer places.
