A representative of the ministry, Hilarion Pavlyuk, explained to journalists that the German mass media had misinterpreted the words of Defence Minister Umerov regarding the conscription of Ukrainians abroad.
Thus, the minister was referring exclusively to the information work of the military department. As for conscription, the ministry has no such mechanisms at the moment.
